Vintage US Naval Sea Cadet Corps Officer Cap Device (1960s-70s)

I haven’t been able to find out much about this piece. Google thinks it was from the 1960s to early 1970s and may have been a commemorative dap device.
The cap device has US Naval Sea Cadet Corps over an eagle holding an anchor. The back is hollow-back or a shell-back casting and has dual threaded screw posts
Approximately 3 ⅜” wide and 2.25” tall.
